Introducing Norwich Apex Data Centre
Norwich Apex is proposing to develop a 150 MW data centre on land adjoining Ipswich Road and the B1113 near Keswick, South Norfolk. The site, which is currently under construction for a previously approved industrial, warehousing and office park, would support many of the digital services people use every day, including cloud computing, online banking, streaming services, healthcare systems and business operations.
A data centre is a secure facility that stores and processes digital information. The importance of data centres to the UK’s economy and modern life has been recognised by the Government who have designated data centres as Critical National Infrastructure, a classification also given to energy and water systems. New data centres will help ensure that digital services are reliable, fast and secure.

The Norwich Apex Data Centre is set within a 13-hectare site that already has planning permission for a business park, and would include:

Landscape and ecological enhancements
A two-floor energy centre, including a substation
A three-floor office block

The benefits
Norwich Apex Data Centre will create high-quality local employment opportunities in sectors such as engineering, construction, IT, and security. A data centre of this size would employ between 100 and 150 operational employees. These would include:

Norwich Apex Data Centre is exploring opportunities to partner with City College Norwich and the University of East Anglia to support training and apprenticeships linked to digital services and engineering.
The project presents a significant inward investment opportunity for South Norfolk and the wider region, supporting local contractors, creating new local supply chains and specialist trades. The average salary in the UK for a permanent data centre position according to research by DataX Connect is £90,000, more than twice the UK average.
The project will deliver significant improvements to the local road network, including a new roundabout and traffic lights on the B1113, as well as a new link road connecting the B1113 to the A140. These enhancements, to be delivered by Norwich Apex in partnership with Norfolk County Council Highways and funded through the Community Infrastructure Levy, will improve connectivity, traffic flow and safety in the area.
The project will deliver long-term investment into the local area, supporting regional growth, diversifying the local economy, and positioning Norwich as an emerging technology and innovation hub. TechUK estimated that each job created by data centre operations supports between 1.4 and 2.5 jobs in the wider economy.
The Norwich Apex Data Centre will improve local connectivity and provide key digital infrastructure to support businesses, public services, and everyday online activity. From healthcare systems to financial services and cloud computing, the facility will enhance the resilience, performance, and security of the UK’s digital networks.
The Data Centre will have a positive net biodiversity impact with the retention of existing hedgerows and trees and new planting which will strengthen existing ecological networks.
The design of Norwich Apex Data Centre has been carefully developed to respond to its surroundings, with landscape buffers, retained vegetation and new native planting helping to minimise visual impact and integrate the development into the wider countryside setting.
Norwich Apex Data Centre will generate business rates for South Norfolk Council, which could be re-invested into local services.
What will Norwich Apex Data Centre look like?
Norwich Apex Data Centre has been carefully designed to create a modern, functional facility that responds sensitively to its rural surroundings.
The main data centre will be a single building comprising a two-storey structure, with carefully designed cladding and elevational treatments in colours that respond to the local setting.
An attached office building will run along the western elevation of the main data centre with a modern design.

We have engaged with the local planning authority (South Norfolk Council) to obtain pre-application advice through their formal service which is available to any prospective developer but no formal approvals have been obtained for the proposals.

Traffic and Highways

Yes, the intention is that the same, complete package of access and off-site highways improvements as agreed with the Highway Authority for the Harford Triangle (B1/B2/B8) scheme will be offered and delivered in connection with the currently proposed Data Centre scheme.

Traffic will increase for a temporary period. Construction traffic will be carefully managed through a comprehensive “Construction Traffic Management Plan” (CTMP), to be agreed with the Highway Authority.

No. The levels of day-to-day operational traffic generated by the proposed Data Centre should have no significant detrimental effect on buses and school traffic.

The developer has been progressing the scheme with the local highway authority who are currently advertising the Traffic Regulation Order. Once this is complete, construction of the work will be undertaken.

No. These would only be audible whilst they operate, however these would only be operating for relatively short periods whilst they are being tested or in emergency standby use.

No. We have treated the church as being a noise sensitive receptor for the daytime and included it in the acoustic model. Predicted sound levels are below the existing day time background sound level.

Many types of noise mitigation strategies have been adopted for the noise emitting plant on this site. They include the following;
- Natural screening through the use of the proposed buildings, retaining walls, bunds, barriers and the natural topography of the site.
- Acoustic barriers around the transformers on the substation.
- Emergency generators are housed within containers, with the air intakes and exhausts using acoustic splitters.
- Rooftop cooling plant will be housed in groups of 6, with each being within a large acoustic enclosure.
Heat

A data centre converts almost all electrical energy used by its IT equipment into heat. At full design load, the proposed 90MW IT facility would reject approximately 108MW of heat through its cooling systems. This heat is released gradually to the atmosphere and dispersed over a large area.

No material increase in surrounding air temperatures is anticipated.

No. Wind direction is one of the factors considered when assessing the dispersion of heat from a facility. It is not envisaged that there would be an increase in temperature in Keswick due to the operation of the data centre.

No. Detailed thermal modelling has not yet been undertaken and will be carried out during subsequent design stages.

Air-cooled chillers are proposed. Fresh water is not proposed for cooling the data centre or its associated support spaces. This operating mode, known as "free cooling", reduces energy consumption and improves overall efficiency.

Heat is rejected to the atmosphere via air-cooled chillers. The chillers use fans to transfer heat from the cooling system into the surrounding air, where it disperses naturally and mixes with the wider atmosphere.

Environmental Impact

A Landscape and Visual Impact Assessment will accompany the planning application which will assess the development in the context of its likely impacts on the Yare Valley and surrounding landscape.

An ecological impact assessment has been carried out incorporating the results of surveys carried out on site and data obtained for the surrounding area and the nearest designated sites. The site survey found no evidence of protected species presence, and the suitability of the habitats for such species was limited.

No. The Ecological Impact Assessment concludes that the proposed data centre is not expected to have any ecological effects on the nearby designated nature conservation sites including Harford Bridge Marshes County Wildlife Site (CWS), Depot Meadows CWS and Marston Marshes Local Nature Reserve (LNR).

- A detailed ecological desk study, including a review of statutory and non-statutory designated sites, protected species records and habitat data within 2km of the site.
- An Extended UK Habitat Survey completed in April 2026.
- A protected species appraisal covering badgers, bats, birds, reptiles and other relevant protected species.
- A review of previous ecological surveys undertaken for the earlier consented scheme in 2020-2021.
- A separate Biodiversity Net Gain (BNG) assessment, which is being prepared to quantify habitat losses and gains and demonstrate compliance with legal biodiversity requirements.

Both. Existing hedgerows, trees and woodland being retained by the development will be protected during both construction and long-term operation of the site. In addition, a significant amount of new planting and habitat creation is proposed for the site. The development will be required to meet obligations to deliver over 10% biodiversity net gain.

No. EMFs are generally considered through separate technical and health-based regulatory frameworks rather than ecological assessments for planning. EMFs are not recognised as a significant ecological effect requiring mitigation for this development.

Both environmental mitigation and enhancements are proposed.
- Retaining all existing hedgerows, trees and woodland areas.
- Protecting retained vegetation during construction through root protection zones and buffer areas.
- Sensitive lighting design to minimise disturbance to bats and other nocturnal wildlife, including directing lighting downward, limiting spill and retaining dark corridors along hedgerows and ponds.
- Timing any vegetation clearance outside the bird nesting season, or undertaking ecological checks beforehand.
- Preventing wildlife from becoming trapped in excavations through appropriate ramping, covering or backfilling.
- Implementing procedures to stop work and seek ecological advice should any protected species be discovered during construction.
- Creating new habitats through landscaping, wildlife-friendly filtration and attenuation ponds, native planting and hibernacula.
- Installing wildlife-access gaps in fencing to allow movement of small mammals and amphibians.
Visual Impact

No. The total gross internal area of the current consent is c. 28,000m2 whereas the proposal is approximately 25,000m2.

Yes. The proposed data centre will have an overall height of 19.4m from slab level compared to 12.4m in the consented scheme but the overall height will be broadly the same as the existing consent.
However, the slab level of the proposed building has been lowered and set at 14.15m Above Ordinance Datum (AOD), resulting in an overall height of 33.55m AOD to the top of the louvres compared with an overall height of 32.05m AOD on the consented scheme.
